The Regional Resilience Collaborative (R2C), a program of ECFRPC launched a first-of-its-kind pilot cohort to help local governments translate extreme rainfall modeling into actionable flood mitigation strategies. In response to local needs, the cohort aims to strengthen participation in the Community Rating System (CRS) through advanced documentation and tools. These efforts not only secure better CRS ratings and lower insurance costs for residents but also foster a more flood-aware public.

To successfully improve regional CRS network and to develop a scalable model for the rest of the country, HighTide leveraged the ECFRPC’s extreme rainfall data and the Arkly platform to make property-level flood depth data publicly accessible. HighTide developed a CRS Toolkit that, in combination with Arkly, enabled communities to earn CRS credits through resident-facing outreach and documentation. Additionally, the project established a CRS Cohort to facilitate collaboration and peer learning; all participating communities voted unanimously to continue meeting on a quarterly basis, and the ideas shared through the cohort contributed to the City of Cape Canaveral improving its CRS rating by two classes.
