The East Central Florida Regional Resilience Collaborative (R2C) and HighTide developed an innovative approach to flood risk assessment by combining risk, social vulnerability, and climate data with real-time insurance information. This new approach connects regional-scale risk assessments to localized economic impacts, focusing on total flood risk to buildings, local government tax bases, and uninsured flood risk.

The project identifies parcel-specific flood risks and applies a people-first approach to economic impacts. The new approach has empowered local governments and property owners to better understand and mitigate flood risks. This new approach received the 2024 Aliceann Wohlbruck NADO Impact Award in the category Emergency Preparedness and Recovery.

The comprehensive risk and vulnerability assessment, which earned ECFRPC an award in the Environment and Sustainability category, was performed for all eight counties in east central Florida. This project developed a detailed risk map accounting for both physical and social vulnerabilities. By providing actionable insights, this tool enables targeted, data-driven decision-making to bolster community resilience. The results were shared with the decision-makers at all levels, including county commissioners, and since the end of the project these assessments are being expanded to communities in other parts of Florida.
